Resorts World Manila says on Twitter that the complex is currently locked down following reports of gunfire from unidentified suspects.
It adds the company is working closely with the Philippine National Police to ensure all guests and employees are safe.
A video believed to be taken on a mobile phone shows white smoke rising from a building in the dark. Sounds that seem like gunshots can also be heard.
The hotel complex is situated near the international airport. It includes a casino and shopping mall.
The complex is a popular tourist spot attracting visitors from around the world.
